Kernel panic via unchecked vector-instruction use

Denial of service in Linux 5.19 through 6.3.3 causes an s390 kernel panic when compiled-in ChaCha20 runs without vector facilities. The s390 ChaCha20 glue enters vector assembler without first checking MACHINE_HAS_VX, so an unsupported vector load raises a data exception. Exposure requires the s390 implementation to be built into the kernel on a machine without vector instructions; reaching the code crashes the kernel and interrupts the system.
