Kernel panic via undersized CDC transmit allocation

Denial of service in the Linux kernel cdc_ncm driver allows local users to trigger a kernel panic through a low USB CDC NCM size value. cdc_ncm_check_tx_max accepts a positive dwNtbOutMaxSize below the required minimum, and cdc_ncm_fill_tx_frame allocates an undersized socket buffer before appending CDC data. Access to a USB CDC NCM device that reports the low value is required; the resulting bounds check panics the kernel and interrupts the host.
