Local kernel crash via pre-check pointer dereference

NULL pointer dereference in the Amphion video encoder driver in affected Linux 5.18 through 6.5 branches allows local users to crash the kernel. The venc_g_parm and venc_s_parm handlers derive a timeperframe pointer from parm before verifying that parm is non-NULL. Exploitation requires local access to an exposed Amphion VPU encoder device; the documented consequence is a kernel crash with no data disclosure or modification.
