Local denial of service via unlocked notifier call

Denial of service in Linux kernel 6.3 through 6.4.10 allows local users to destabilize or crash systems during mlx5 profile changes. The mlx5e profile-change path calls xdp_set_features() on a registered network device without holding the RTNL lock, so notifier execution violates required synchronization. Administrative access to change the mlx5 eswitch profile and an affected Mellanox device are required; the demonstrated result is a kernel warning, with system instability or a crash as the bounded consequence.
