Kernel warning via stale PMU stopped flag

Improper state handling in the Linux RISC-V PMU driver allows local users to trigger a kernel warning during perf-event unthrottling. The pmu_sbi_ovf_handler path leaves PERF_HES_STOPPED unchanged after overflow, but riscv_pmu_start checks that stale flag when the timer restarts a throttled event. A low-privileged local user must drive a RISC-V performance event past the interrupt threshold; the demonstrated consequence is a WARN_ON_ONCE warning.
