Service interruption via sleeping printk under spinlock

Improper locking in Linux 5.17 through 6.1.41 and 6.2 through 6.4.6 allows local users to interrupt service during RCU Tasks setup. In cblist_init_generic(), pr_info() invokes the potentially sleeping printk() path while rtp->cbs_gbl_lock is held, producing an invalid wait-context BUG. Low-privileged local access is required, and the documented consequence is availability loss rather than data disclosure or modification.
