Kernel warning via stale devlink parameters

Resource cleanup error in Linux 6.4 through 6.4.9 and 6.5-rc1 through 6.5-rc4 allows local users to trigger a shutdown warning. When an mlx5 interface is down, mlx5_unload leaves its devlink parameters registered before mlx5_devlink_free calls devlink_free. The documented consequence is a shutdown-path WARN on mlx5 systems; no pre-shutdown crash, data access, or code execution is reported.
