Local memory exhaustion via unreleased cpumap entries

Memory leak in the Linux BPF cpumap allows local users to exhaust kernel memory through repeated crafted map updates. The cpu_map_update_elem path can stop a newly created rcpu kernel thread before its thread function runs, leaving the reference count nonzero and preventing release of the rcpu and its queues. Successful abuse requires local low-privileged access to BPF map updates and degrades availability by consuming unreclaimable kernel memory.
