Kernel crash via recursive powercap zone parsing

Uncontrolled recursion in Linux 6.2 through 6.4.15 and 6.5 through 6.5.2 allows local users to crash the kernel. The ARM SCMI Powercap driver recursively walks platform-supplied zone trees during probing, so a particularly deep hierarchy exhausts the kernel stack. Reachability requires an ARM SCMI Powercap configuration that supplies such a hierarchy, and the bounded consequence is service interruption.
