Local service interruption via DCB policy overflow

Out-of-bounds policy access in the Linux kernel DCB subsystem allows local users to interrupt affected systems through crafted netlink data. The dcbnl_bcn_setcfg function parses DCB_ATTR_BCN with dcbnl_pfc_up_nest, then indexes the result as the larger dcbnl_bcn_nest policy, overrunning the policy array. Low-privileged local access is required, and the published impact is limited to loss of availability.
