Boot failure via skipped SoC memory detection

Boot failure in Linux 5.17 through 6.0.18, 6.1 through 6.1.4, and 6.2-rc1 through 6.2-rc2 causes affected ramips MT7621 systems to panic. early_init_dt_scan_memory always returns 0, so ramips plat_mem_setup returns before soc_info.mem_detect can initialize memory when the device tree supplies none. The failure is limited to boards that depend on the SoC fallback detector and prevents the kernel from completing early boot.
