Remote code execution via Consul script checks

RCE in GitLab EE before 16.2.8, 16.3.0 through 16.3.4, and 16.4.0 allows remote authenticated users to execute Consul checks. The Omnibus cookbook enables remotely registerable Consul script checks, so an API request can install a command payload despite the patched Consul dependency. Reachability requires a network-accessible Consul API plus disabled ACLs or a compromised service-registration token; executed commands can read and alter host data.
