Local system crash via quota-relocation race

A race in the Linux Kernel btrfs relocation code allows local users to crash the kernel during concurrent quota-tree creation. btrfs_read_fs_root() duplicates a quota tree, marks it ROOT_SHAREABLE, and creates a relocation tree that trips assertions in prepare_to_merge() or merge_reloc_roots(). The Linux kernel CNA later rejected the CVE record; the published behavior is limited to a local service interrupt on systems using btrfs quotas and relocation.
