Local denial of service via stale resctrl state

Improper state handling in affected Linux kernels allows local users to interrupt service through resctrl control-group creation. resctrl_arch_update_domains() reuses uncleared staged_config entries after CDP is disabled, converting stale CDP_CODE and CDP_DATA indexes into an invalid MSR address. The gate is local access to an x86 host where resctrl is mounted and control-group creation is permitted; the documented outcome is an unchecked MSR access error.
