Local GPU disruption via unreleased PSP buffers

Resource leakage in the Linux kernel allows local users to disrupt AMDGPU teardown by removing the driver on affected systems. The psp_hw_fini path can be skipped after XGMI recovery, so PSP buffer objects remain allocated until amddrm_buddy_fini detects them during teardown.
