CPU soft lockup via unbounded RAID10 writeback

Denial of service in the Linux kernel RAID10 path allows local users to soft-lock a CPU by generating heavy writeback. The raid10d flush path processes an unbounded queue of plugged bios without calling cond_resched(), preventing the worker from yielding the CPU. A local low-privileged user must generate enough writes against an active RAID10 array; the resulting soft lockup interrupts scheduling and delays I/O.
