Service interruption via contiguous TPA allocation

Resource exhaustion in Linux 5.4 through 6.3-rc1 allows local users to interrupt service when bnxt_en opens a P5 network interface. bnxt_alloc_mem requests one order-5 zeroed block for 256 concurrent TPA entries, so insufficient contiguous memory makes interface initialization fail. The condition requires a P5 network adapter, 4K pages, and local ability to open the interface; the reported consequence is allocation failure.
