Local service interruption via repeated IOC memory allocation

Memory leak in the Linux kernel allows local users to interrupt service during mpi3mr I/O controller reinitialization. In drivers/scsi/mpi3mr/mpi3mr_fw.c, mpi3mr_init_ioc() allocates memory again when an I/O controller is reinitialized instead of retaining the existing allocation. Low-privileged local access and a system using the mpi3mr SCSI driver are required; repeated reinitialization consumes kernel memory and can deny service.
