Local service interruption via atomic-context mutex lock

Improper execution context in Linux kernel 5.19 through 6.1.20 and 6.2 through 6.2.7 allows local users to interrupt LoongArch systems. constant_clockevent_init() calls get_timer_irq() again during secondary-CPU startup, reaching irq_find_matching_fwspec() and taking a mutex while preemption is disabled. The path requires LoongArch with CONFIG_DEBUG_ATOMIC_SLEEP and CONFIG_DEBUG_PREEMPT enabled; the published assessment reports availability loss, not data access or modification.
