Reboot hang via repeated iavf removal

Denial of service in the Linux iavf driver allows local users to hang system reboot on hosts with Intel E810 virtual functions. During shutdown, iavf_shutdown sets the adapter to __IAVF_REMOVE before ice_shutdown reaches iavf_remove, which accepts only running, down, or initialization-failed states and otherwise sleeps forever. The condition requires an E810 host with existing virtual functions and the affected callback order; successful triggering leaves reboot blocked indefinitely.
