Local denial of service via suspend resource leaks

Resource leaks in the Linux kernel DWC2 USB driver allow local users to exhaust resources through repeated low-power cycles. __dwc2_lowlevel_hw_enable repeatedly registers a managed release action, while __dwc2_lowlevel_hw_disable omits regulator_bulk_disable, increasing devres allocations and regulator references on every cycle. Exploitation requires access to trigger suspend and resume or the affected USB gadget startup path; accumulated leaks interrupt service through resource exhaustion.
