Kernel warning via overlapping identity-message handling

State-management flaw in the Linux USB Type-C TCPM subsystem allows local users to trigger a kernel warning through USB-C PD messages. tcpm_handle_vdm_request queues a response through tcpm_queue_vdm while vdm_state is already beyond DONE, causing WARN_ON instead of replacing the pending Discover Identity request. Triggering requires a USB-C PD 3 partner and the documented message overlap; the delayed Discover Identity transmission still proceeds afterward.
