Display interruption via concurrent refresh-rate register writes

Display underflow in AMD Display Core in Linux allows local users to interrupt display output during a pipe commit. The DCN30 pipe-commit path writes dynamic refresh-rate registers such as OTG_V_TOTAL_MIN during the same frame as the commit, creating the underflow. Reachability requires local low-privilege access, an AMD GPU using the affected display path, and Linux 4.15 through 6.1.20, 6.2 through 6.2.7, 6.3-rc1, or 6.3-rc2.
