Service hang via improper VRAM wipe during shutdown

A shutdown hang in the Linux kernel's AMDGPU driver allows local users to interrupt service on systems with RAS-enabled AMD GPUs. The amdgpu_vram_mgr_fini teardown path wipes VRAM during shutdown because it tests the shutdown state rather than the DRM device-unplugged flag. Reachability requires local low-privileged access and an AMD GPU with Reliability, Availability, and Serviceability enabled; triggering device shutdown can hang the host teardown path.
