Availability loss via sleeping allocation in atomic context

Improper locking in affected Linux kernel releases allows local users to cause availability loss during OcteonTX2 interface initialization. The otx2_open path disables preemption before otx2_sq_aura_pool_init performs a GFP_KERNEL allocation that can sleep, placing a blocking allocation in atomic context. Reachability requires local low-privileged access and Marvell OcteonTX2 or CN10K hardware; published sources do not specify whether the interruption is a hang or crash.
