Local service interruption via conflated ISO-TP timer

Race condition in the CAN ISO-TP transmit path in Linux 6.0.9 through 6.1.10 allows local users to trigger a kernel warning. The txtimer callback handles both consecutive-frame pacing and flow-control or echo timeouts, permitting inconsistent transmit-state transitions around isotp_rcv_echo. Low-privileged local access and CAN ISO-TP traffic are required; systems configured with panic_on_warn convert the warning into a kernel panic.
