Local access to privileged GSM mux paths

Improper authorization in the Linux kernel N_GSM0710 line discipline allows local users to access privileged GSM multiplexing paths. The gsmld_open function attaches the discipline to a caller-controlled pseudo-terminal without checking CAP_NET_ADMIN in the initial user namespace. This bypass exposes configuration and frame-processing paths intended for privileged network administration; no victim interaction or physical GSM hardware is required.
