Kernel panic via empty scheduler-domain CPU mask

Reachable assertion in Linux 6.1.53 through 6.1.63, 6.4.16, 6.5.3 through 6.5.12, and 6.6 allows local users to crash the kernel. During CPU hotplug, generate_sched_domains intersects the top cpuset with the housekeeping mask and passes an empty CPU set to partition_sched_domains_locked. Exploitation requires low-privileged local access, an isolcpus configuration, and an attempt to offline the final housekeeping CPU; the result is a kernel panic and service interruption.
