Out-of-bounds access via zero link-level underflow

Improper array-index validation in the Linux AMD GPU driver allows local users to trigger an out-of-bounds access under SR-IOV. smu_v13_0_update_pcie_parameters subtracts one from pcie_table->num_of_link_levels and indexes the PCIe generation and lane arrays without first rejecting a zero count.
