Local denial of service via unchecked bitmap index

Unchecked return handling in Linux kernel 5.18 through 6.5.12 and 6.6 through 6.6.2 allows local users to trigger a kernel panic. In pmu_sbi_ovf_handler, find_first_bit() can return RISCV_MAX_COUNTERS when no hardware counter is set, but the handler uses that sentinel as an events-array index. A local low-privileged context on a RISC-V system with SBI PMU overflow handling is required, and successful exploitation interrupts host availability.
