Kernel warning via mismatched workqueue reclaim flags

Resource-management flaw in the Linux kernel ice driver triggers a kernel warning when both ice and irdma drivers are loaded. The ice driver marks its service workqueue WQ_MEM_RECLAIM despite having no reclamation role, then flushes an unmarked irdma workqueue and trips check_flush_dependency.
