Local system crash via interrupt-exit mitigation race

Race condition in the PowerPC 64-bit interrupt-exit path in Linux 5.14 through 6.2-rc7 allows local users to crash the system. The path tests interrupt_exit_not_reentrant twice and can restore MSR[EE|RI] from inconsistent branch states, corrupting the MSR and IRQ soft-mask state. Reachability requires a PowerPC 64-bit kernel, concurrent RFI or STF mitigation switching, and a pending soft-masked interrupt.
