Process crash via unchecked empty bit string

Improper array-index validation in ONOS onos-lib-go 0.10.25 allows local users to crash a consuming process during APER encoding. The putBitString function reads element zero from an empty bit-string slice without checking its length, triggering a Go runtime panic. Reachability requires a consuming application to encode an empty bit string after user interaction; the demonstrated consequence is a process crash.
