Denial of service via blocked error channel

Denial of service in Open Networking Foundation SD-RAN onos-kpimon 0.4.7 allows remote attackers to halt KPI indication processing. The monitoring package's Start function returns after consuming the first error, leaving no receiver for errCh, so a second goroutine send blocks indefinitely. Repeated indication-processing errors therefore stop that goroutine from handling later KPI messages without crashing the broader platform.
