Display hang via stale OPP assignment

Availability flaw in Linux before 6.6.24, 6.7.3, or 6.8 allows local users to hang AMD displays during ODM4:1 transitions. When an OPTC is disabled, the dcn32/dcn35 code fails to disconnect every OPP before reclaiming those OPPs for a different OPTC, causing an underflow or hang. Reachability requires local low-privileged access and an affected AMD display configuration that performs the ODM4:1 transition; the bounded impact is a display or service hang.
