System hang via powered-down ISP register access

Denial of service in the rkisp1 driver in Linux 5.6 through 6.8-rc4 allows local users to hang the system via a shared interrupt. An interrupt handler accesses ISP registers after the device has powered down because shared interrupts can invoke it while the ISP is not operational. Reaching the hang requires the rkisp1 driver and Rockchip ISP hardware; CONFIG_DEBUG_SHIRQ plus driver unload reproduces it without an actually shared line.
