System hang via SI power-state regression

Availability flaw in affected Linux kernel releases allows local users to hang systems through AMD Southern Islands power-management paths. A regression in drivers/gpu/drm/amd/pm/legacy-dpm/si_dpm.c changes SI/Oland power-state handling so driver teardown does not complete reliably. Exposure requires an affected kernel, an SI GPU using amdgpu, and Display Core enabled; reboot or power-off can then hang or report driver errors.
