No security impact from unreachable SCM_RIGHTS cleanup

Dead-code removal in Linux was assigned as a vulnerability, but upstream maintainers state that the change has no security impact. The change deletes unreachable io_uring SCM_RIGHTS bookkeeping left after support for passing io_uring file descriptors over Unix sockets was removed. The io_uring maintainer states that the code is not user-triggerable and that the actual vulnerability is tracked separately.
