Service interruption via empty sysctl registration

Out-of-bounds access in Linux kernel 6.6 through 6.6.15 and 6.7 through 6.7.3 allows local users to interrupt service via empty sysctl registration. The permanent-empty-directory check in fs/proc/proc_sysctl.c evaluates the first ctl_table element without first ensuring that the table contains an element. Local low-privileged access is required; published sources do not identify the user action that reaches registration, and no data impact is reported.
