Wireless service interruption via beacon queue deadlock

Deadlock in the rt2x00 Wi-Fi driver in the Linux kernel allows local users to block wireless client connections after a hardware reset. During ieee80211_restart_hw(), hardware registers stop every queue, but mac80211 leaves the beacon queue logically running, so it cannot restart. The condition requires an rt2x00 device operating as an access point and a hardware restart; the bounded impact is loss of new client connectivity.
