Service interruption via protected administrator deletion

Improper authorization in ForU CMS allows remote authenticated users to delete the primary administrator via a crafted del parameter. In /admin/cms_admin.php, the deletion check accepts a decimal-like value such as 1.2, while intval() converts it to protected account ID 1 before deletion. Administrative access is required, and deleting that account makes all CMS functions unavailable.
