Board lockup via IRQ shutdown race

Race condition in the Linux rkisp1 driver allows local users to lock up Rockchip boards by stopping an active capture stream. The rkisp1_isp_stop() and rkisp1_csi_disable() paths mask interrupts but do not synchronize with an already-running handler before powering down the ISP. Reachability requires the rkisp1 driver on a supported Rockchip SoC and local access able to stop an active capture stream; impact is a board lockup.
