Service interruption via unlocked shared PCC register updates

Race condition in the Linux kernel allows local users to interrupt service by concurrently changing modes on Lynx 28G lanes sharing PCC registers. The lynx_28g_rmw() function performs unlocked read-modify-write updates against registers shared by multiple lanes, allowing overlapping phy_set_mode_ext() calls to corrupt programmed hardware values. The race requires low-privileged local access, affected Lynx 28G hardware, and overlapping lane-mode changes; the bounded impact is availability loss.
