Resource exhaustion via unreleased controller command tags

Resource leakage in the Linux pm80xx SCSI driver allows local users to consume controller command tags as configuration responses arrive. The OPC_INB_SET_CONTROLLER_CONFIG response path completes the command without returning its allocated tag to the driver's tag pool. Reachability requires local low-privilege access and a compatible SAS or SATA host adapter; each affected response leaves fewer tags for later controller commands.
