Local system crash via stale peer-flow linkage

Denial of service in Linux kernel 6.5 through 6.6.14, 6.7 through 6.7.2, and 6.8-rc1 allows local users to crash the system. mlx5e_tc_del_fdb_peer_flow leaves a referenced peer flow linked and its DUP flag set, so later teardown visits an uninitialized peer list head. Triggering the fault requires local access and concurrent peer-flow activity involving the mlx5e driver; the result is a kernel warning or NULL-pointer crash.
