Process crash via oversized DataWriter sample limit

Denial of service in OpenDDS through 3.27 allows attackers to crash a process by creating a DataWriter with oversized max_samples. WriteDataContainer derives a huge chunk count from max_samples, and Cached_Allocator_With_Overflow passes a null allocation to Free_List::add for dereference. Triggering requires an application to configure a sample limit larger than available memory; the vendor disputes this as unsupported use.
