Unrestricted file upload in Trend Micro Apex Central 2019 before build 6570 allows remote authenticated users to create arbitrary files. The ZIP-upload path accepts user-supplied archive data without sufficient validation and writes attacker-chosen files. Any valid credentials are sufficient; chaining the file write with another flaw enables code execution as IUSR, while this flaw alone establishes arbitrary file creation.
