Process crash via unchecked empty tensor reduction

Divide-by-zero in PaddlePaddle before 2.6.0 allows attackers to crash a process by passing an empty tensor to paddle.amin. The reduction kernels accept a tensor with zero elements and continue into reduction logic without first rejecting the empty input. Reachability requires a consuming application to pass an attacker-influenced tensor shape to the API; the bounded consequence is termination of that process.
