Browser crash via overbroad WebUI scheme handling

Improper WebUI scheme validation in Brave Browser before 1.59.40 allows remote attackers to crash the browser via a crafted URL. HandleURLOverrideRewrite and GetWebUIFactoryFunction accepted chrome-untrusted and chrome-devtools URLs, then applied Brave WebUI host rewrites intended only for brave and chrome schemes. Exploitation requires a user to open attacker-controlled content; the documented consequence is a browser crash, not system compromise.
