User configuration changes via unverified cross-origin requests

Cross-site request forgery in FlyCMS 1.0 allows remote attackers to alter user settings through an authenticated administrator's browser. The /system/site/userconfig_updagte endpoint accepts a multipart POST containing registration, verification, and role settings without an anti-CSRF value. A victim administrator must load attacker-controlled content, after which the request changes the site's user-registration configuration with that administrator's authority.
